Update from Glasgow City Council on the city's Equal Pay Programme – New Pay and Grading Structure

The Chief Executive of Glasgow City Council, Susanne Millar, has issued an update on the progress of the council’s Equal Pay Programme. You can read the update in full below:

A message from our Chief Executive – New Pay and Grading Structure

Dear colleagues,

I am pleased to confirm that we have a target date for our new Pay and Grading Structure which we forecast will be implemented from April 2027.

The City Administration Committee will be considering this matter next Thursday and you can read the full report on the website.

Since I last updated you in October, significant progress has been made. Evaluations are complete for over 80% of employees in scope, around 19,000 people, and this allows us to design our new Pay and Grading Structure in consultation with our Trade Unions. Matching packs have been issued to those in Primary Benchmark roles and that process is well underway. Additionally good progress continues on evaluating Secondary Benchmark roles, with Unique roles work in planning.  

It is however unlikely to be possible for all evaluations to be completed by April 2027. To avoid delay to implementing our new pay and grading structure, we have therefore recommended to committee that we adopt a phased approach to implementation. 

For some employees, this will mean that full implementation will occur after April 2027. We will make every effort to minimise the number of employees affected and we will continue to work with our Trade Unions to support the outstanding evaluations as quickly as possible whilst ensuring robust results. 
Negotiations with our Trade Unions on pay and grading – including core and non-core pay – are planned to continue over the coming months. Once negotiations have concluded and the outcomes have been considered by a future committee, we will explain the new terms and conditions and what they mean for you.   

Where your job evaluation has been completed at that point, we will provide full details of your pay and grade in the new structure. For roles that have not yet been evaluated by the implementation date, we will set out how the transition and interim arrangements will work since this will be subject to consultation with the Trade Unions.
